ISPA Policy Update

Autumn blues and policy moves

September started dramatically, with the resignation of Deputy Prime Minister Angela Rayner snowballing into a full Cabinet reshuffle. Most notably, former DSIT Secretary Peter Kyle moved to DBT and was replaced by former DWP Secretary Liz Kendall. He was followed by former telecoms Minister Chris Bryant, who was technically replaced by Ian Murray, but the telecoms (and cyber) briefs shifted to new Digital Economy Minister Liz Lloyd.

A cyber attack against Jaguar Land Rover (JLR) dominated much of the news this month, as it significantly disrupted production, although it was only the latest in a string of recent attacks against the UK retail sector. Separately, the government finally published its Cyber Growth Action Plan, which outlined recommendations on how the UK can strengthen its cyber security sector to fuel both resilience and economic growth.

thinkbroadband published the sixth edition of its State of Broadband Report, covering the latest data on rollout – the UK has reached 80% full-fibre coverage, with gigabit coverage hitting 88.8%, and altnets now provide broadband to four out of 10 premises. BDUK opened another Project Gigabit National Rolling Open Market Review (NROMR) as part of its ongoing work to map gigabit coverage. This closed on 1st October, and the results should be published in January.

Ofcom published a view on take-up that highlights persistent barriers to full digital inclusion. The report shows that connection is the foundational enabler, yet interest, affordability, skills and confidence still hold many back.

ISPA Policy

In September, ISPA welcomed the new telecoms Minister in a letter, and continued work on all out various policy streams.
The high-risk building (HRB) policy stream plugged on, and ISPA will be submitting evidence to MHCLG by Friday, 3rd October on how the regulations affect the sector – with new guidance from the government expected in the coming month. Additionally, we are also gathering information for DSIT regarding the “socialisation” and implementation of the Telecommunications Poles Working Group Best Practice guideline.

Work is ongoing for our response to the National Underground Asset Register (NUAR) tranche 1 consultation, and we are holding a call with members to discuss a response to DSIT’s Telecommunications Security Code of Practice (2022) proposals.
We successfully submitted a response to DSIT’s Statement of Strategic Priorities consultation; MHCLG’s consultation on the Decent Homes Standard; and to the CMA on its pricing transparency consultation. Please let the team know if you would like to see these.

Going forward, we are reactivating our cyber policy workstream in anticipation of the new Cyber Security and Resilience Bill, and off the back of the government’s ransomware proposals – please let us know if you would like to get involved.

At Connected Britain last week, a panel of experts - including Linksys VP of Product, Jeevan Patil - addressed the nation’s cyber resilience challenges directly. Patil urged immediate short-term actions to secure systems, while emphasizing that lasting confidence relies on stronger technical standards and widespread adoption of open-source solutions. Drawing on telecom lessons around interoperability and customer-focused security, he made a compelling case for extending SASE into the home. With agentic AI transforming the threat landscape, his message was clear: resilience must be a central business priority.

We were happy to participate at Connected Britain last week in Excel London. ISPA UK announces finalists for Digital Inclusion Champions at the ISPA Awards 2025 1 Oct 1:50 AM (24 days ago)

 ISPA UK, the UK's Internet Services Providers’ Association, is delighted to announce the finalists for the Digital Inclusion Champion for Charities & Communities and the Digital Inclusion Champion for Industry categories at the 27th annual ISPA Awards.

In collaboration with its charity partner Good Things Foundation, ISPA continues to celebrate the outstanding efforts being made to bridge the digital divide and enhance digital inclusion across the UK. The winners will be revealed at the prestigious ISPA Awards ceremony, hosted at the City Central at the HAC on Thursday, 13th November 2025.

Digital exclusion remains a critical issue, with a lack of digital skills and access linked to poorer health outcomes and lower life expectancy, increased loneliness and social isolation, reduced access to jobs and education, and financial exclusion. Furthermore, as essential government services and democratic processes increasingly move online, those excluded risk losing their voice and visibility in the modern world.

These awards aim to highlight the crucial work of charities, community groups, and industry leaders dedicated to connecting those in need. This year saw a record number of entries across both categories, underscoring the growing commitment and innovative approaches being deployed to tackle this societal challenge.

“The exceptional volume and calibre of applications for the Charities and Communities Digital Inclusion Award underscored the vital digital inclusion work happening across the UK. It also highlighted how digital inclusion is being ‘baked in’ across a diverse range of initiatives. ISPA Policy Update

A very busy holiday

Despite the parliamentary recess, August was unusually packed with ongoing work for industry.

Nearly two years after the passing of the Act, the child safety element of the Online Safety Act came into force – sparking again a well-worn debate and media storm around the right to free speech versus the need to protect vulnerable people from online harms, which saw “VPN” became the acronym of the month. We expect movement on the enforcement regime in coming months.

In the broadband world, fibre rollout continues to increase steadily, with thinkbroadband reporting that FTTP now covers 79.27% of premises – Yorkshire and Humber has surpassed London due to focused investments, although much of London’s coverage is due to overlapping networks. Interestingly, we also expect to see an evaluation of BDUK’s various projects, including various mobile and broadband roll-out programmes – including Project Gigabit, Local Full Fibre Networks (LFFN), Shared Rural Network (SRN) and GigaHubs – next year (2026).

The National Cyber Security Centre (NCSC) has launched CAF 4.0, an updated framework for critical infrastructure sectors – including telecoms – which includes new guidance on AI-related threats, secure software development, and improved detection and response.

Finally, DSIT has launched its £9.5m digital inclusion fund to help people struggling to access digital services, with grants available for local initiatives, as an AgeUK report warned that 2.4m older people have limited internet usage, with barriers particularly high among certain ethnic groups and those living alone.

ISPA Policy

Over the past month, ISPA has continued to engage across all our policy streams Most notably, ISPA, along with INCA and MobileUK, attended and presented in a workshop to MHCLG and the BSR to discuss HRBs. Additionally, the multi-dwelling units (MDUs) Access working group submitted a written update to DSIT, which precedes an anticipated consultation on granting leaseholders the right to request gigabit-capable broadband. We put forward that the proposed solution would only address the ability to request access, and does not address the systemic behaviours which allow for delays in negotiations.

In addition to our ever-present infrastructure work, ISPA is re-launching active cyber and online safety workstreams – please get in touch if you would like to join.

We are currently drafting responses to the SSP, CMA pricing transparency, NUAR (tranche 1 regulations) and MHCLG Decent Homes Standard consultations, all to be submitted in coming days and weeks. We are also considering responding to the new telecoms security code of practice consultation.

The Internet Services Providers Association (ISPA UK) is once again searching for the Internet Hero! The Hero award celebrates an individual or an organisation that has gone above and beyond to impact the internet and its community positively. We are accepting nominations of any organisation or individual who have dedicated themselves to driving connectivity forward in the UK over the past 12 months and beyond. 

Whether it is through driving the expansion of gigabit fibre networks, protecting users’ online security, or addressing digital inclusion challenges, if you know either a deserving individual or a dedicated organisation, this is a fantastic opportunity to celebrate those who have played a pivotal role in advancing the UK’s digital future, as well as ensuring that everyone can benefit from a connected society. To submit a nomination, please send the name of the individual/organisation and list your reasons for the nomination to awards@ispa.org.uk, or via social media using the hashtag #internethero. The deadline for submission is Friday 17th October.

Policy Update

Progress and Priorities: shaping the UK’s digital future

July started off strong, with plenty of announcements and events before Parliament raced into recess and a long-awaited summer break. The government, however, is keeping the industry busy with a raft of consultations.

Most notably, DSIT (finally!) published their consultation on the proposed Statement of Strategic Priorities for Ofcom, with a focus on supporting economic growth through world-class digital infrastructure, fair retail markets, and secure, resilient networks. Within this, the proposals include new reporting on gigabit take-up, revising the Universal Service Obligation (USO), a new Smart Data scheme, and stronger reporting on telco security.

Online safety surged back into the public consciousness with the introduction of mandatory age verification for harmful content, and Ofcom increasing enforcement of the Online Safety Act. The government is also addressing  misinformation, online abuse, and digital exclusion.

On the cyber front, the government published its response to the recent ransomware consultation – and will be implementing the proposals in upcoming legislation. This will see critical national infrastructure (CNI) operators banned from making ransomware payments, and new mandatory incident reporting; however,  concerns have been raised by industry around law enforcement resourcing and potential overlap with other cyber regulations. Meanwhile, high-profile data breaches continue to make headlines while the government announces new investment in cyber skills, regional tech clusters, and guidance for small businesses and local authorities.

Work to bridge the digital divide continues. This is seen through the new standards for schools’ technology and connectivity and targeted funding for rural areas and digital skills initiatives. The Digital Inclusion Action Committee has published its terms of reference to advice on strategy and monitor progress.

ISPA Policy

Over the past month, ISPA continued to advance our engagement across several areas. Highlights included our Parliament and Internet Conference and provider drop-in, as well as the launch of our report.

On the policy front, we are actively working with the government to develop policy solutions for telecoms relating to High-Risk Building (HRB) regulations and multi-dwelling units (MDUs). Additionally, we are still exploring ideas around PSR data sharing.

Further, we are drafting responses to the SSP, CMA pricing transparency, NUAR (tranche 1 regulations) and MHCLG Decent Homes Standard consultations.

Work on all these areas is ongoing and we encourage members to get in touch with any questions!

ISPA partner IQGeo completes Deepomatic acquisition as operators advance toward autonomous networks 7 Aug 12:50 AM (2 months ago)

Proven AI computer vision technology now integrated into IQGeo software to power real-time network intelligence

ISPA partner IQGeo, a developer of geospatial software that is “Building Better Networks” for telecom and utility operators, today announced it has completed the acquisition of Deepomatic, an AI computer vision software developer specializing in automated field data capture and verification.

“This acquisition is about more than optimizing tasks in the field, though that’s already a huge win for network operators,” said Richard Petti, CEO of IQGeo. “It sets the stage for what comes next. Real-time data and imagery from the field becomes the fuel for tomorrow’s intelligent network models. It will drive how the industry plans, builds and runs networks, right up to the point where they start running themselves.”

Already deployed by leading network operators such as Virgin Media O2, Deepomatic’s technology reduces manual checks and accelerates closeout of network build and maintenance tasks. With its integration into IQGeo’s geospatial network management software, telecom and utility operators can now maintain continuously updated digital twins based on verified field data captured in near-real time.

“Virgin Media O2 is making strategic strides in geospatial intelligence,” said Kerry Casey-Foulkes, Director of Transformation Enablement at Virgin Media O2. “IQGeo and Deepomatic are supporting us to enhance field collaboration, accelerate service delivery and strengthen the quality of the data that underpins our decision-making.”

The addition of AI-driven data capture is a step toward agentification of the network, where software systems take on a greater share of operational control. By automating task validation at the point of work, operators lay the groundwork for predictive and proactive network models.

With the acquisition now complete, IQGeo is actively working with customers to embed computer vision into field processes. Deepomatic’s existing customer base of 20 telecom operators brings proven deployment experience, accelerating the integration of AI across network operations. PON Deployment & Beyond – Solutions, Gaps, and What’s Next

Aginet by TP-Link has expanded its capabilities to deliver complete Passive Optical Network (PON) solutions that cover everything from Optical Line Terminals (OLTs) to Optical Network Terminals (ONTs) and high-performance routers. This integrated approach means providers can now source the entire chain from a single vendor.

Two Paths to PON Deployment

In the UK, most operators use a two-box solution, where the OLT feeds fibre into an ONT or SFU. This device converts fibre to Ethernet, enabling the use of traditional Ethernet routers or mesh systems inside the home. It’s a familiar setup that operators and installers trust.

The alternative is a one-box solution—less common in the UK but growing fast—where fibre connects directly into a router with a built-in PON interface. This recalls the shift from standalone ADSL modems to integrated DSL routers years ago. TP-Link offers Wi-Fi 6 and Wi-Fi 7 devices with integrated GPON or XGS-PON interfaces, so operators can choose between models that match their customers’ connectivity and speed needs.

OLT Options and Scalability

TP-Link’s OLT portfolio includes compact “pizza box” units and modular chassis systems. The pizza box OLTs range from simple single-port GPON devices supporting smaller deployments, up to 16-port combination OLTs handling GPON and XGS-PON with support for thousands of ONTs. These models feature dual hot-swappable power supplies, 10G or 40G uplinks, and remote management via TAUC.

For operators who need even more scale, the new chassis options provide expandable configurations. The two-slot and seven-slot chassis systems accommodate interchangeable service boards—GPON, XGS-PON, or hybrid—to flexibly build capacity over time. A 15-slot chassis is also in development, giving ISPs room to grow their networks without forklift upgrades.

ONTs and SFP Modules

On the customer side, TP-Link offers GPON and XGS-PON ONTs with options ranging from basic 1G Ethernet ports to 10G-capable models. Some ONTs have integrated voice ports (FXS) for legacy phone services, reducing the need for separate voice gateways. SFP modules are also available to populate OLT ports with GPON or XGS-PON optics.

Wi-Fi 6 and Wi-Fi 7 Routers

For in-home connectivity, TP-Link’s Aginet range includes both Wi-Fi 6 and Wi-Fi 7 routers. Wi-Fi 7 delivers tri-band speeds and lower latency, ideal for high-density smart homes and gigabit fibre connections. Entry-level GPON Wi-Fi 7 routers are available alongside more powerful XGS-PON models. For customers who aren’t ready for Wi-Fi 7, Wi-Fi 6 dual-band routers remain a reliable option.

Mesh networking is a central feature across all these products. Whether fibre terminates in a router or an ONT, operators can deploy TP-Link’s mesh units as satellites or primary routers. The same management experience applies across the ecosystem, ensuring a consistent user experience.

Unified Management with TAUC

All OLTs, ONTs, and routers integrate into TP-Link’s TAUC management platform. This cloud-based system lets operators monitor, configure, and troubleshoot the full end-to-end environment—from the fibre headend to the customer’s Wi-Fi network. It streamlines operations, reduces truck rolls, and keeps support teams in control.

Exploring FWA as a Complement

Despite the progress in fibre rollouts, there are areas where fibre simply isn’t feasible. In rural communities or heritage zones, digging trenches can be expensive or blocked by regulation. That’s where Fixed Wireless Access (FWA) comes in.

Aginet offers outdoor 5G units—such as the NE225—that mount on walls, poles, or glass. These connect via PoE to an indoor router, delivering broadband speeds over cellular networks. Indoor Wi-Fi 6 and Wi-Fi 7 FWA gateways further expand coverage where fibre can’t reach. As with fibre deployments, these solutions integrate with TAUC for remote management and optimization.

Looking Ahead

PON deployments are evolving fast. One-box solutions are gaining traction as Wi-Fi 7 adoption grows. Modular chassis OLTs are bringing scalable fibre capacity to more ISPs. And FWA is emerging as a flexible last-mile alternative.
