Bestow is the complexity issue not devotion.
So we have Kamigawa, Innistrad and now Theros as top-down blocks. Are all other blocks bottom-up or would you say next years block is the first "true"... 27 Aug 2013 | 09:03 pm
We do both. Note that being a bottom-ups design does not mean there is strong flavor woven in. It just has to do with where the focus of the design began.

While bestow and licids obviously have some mechanical overlap, I would not call bestow a tweaked version of licids. There’s a lot more going on.
