Countyguy is on the right track, this is not a new problem it just ebbs and flows. And no one agency or social issue is the culprit. If there is a blame it's economics, cost of housing, mental illness...

There is no one or no agency to blame per say for the problem of homelessness. It is a byproduct of countless different factors (micro and macro). Each situation of homelessness is different and needs...
